I am not certain, but I believe that Obama's EO is in response to Congress making moves this summer that would restrict executive ability to designate National Monuments with no Congressional input, doing so under the Antiquities Act.

Since he has been blocked from further grabbing enormous tracts of land by designating them National Monuments, a move to bypass those roadblocks is to be expected, even if this current one isn't it.

The indigenous cultures were destroyed early on in the Indian wars in the 1800s. Nearly wiped out and put on poor land because the Europeans wanted the good land. There was nothing left and the generations since have had to deal with the gov. to exist. They are born and raised on the gov welfare programs. The casinos are a recent thing and still, are subject to someones politics. The Indians as a whole are not in a position to fight the gov any better, it would seem, than the rest of us. This is going to take some tremendous organization and execution of better thought out plans than those of late.
