It's purpose is to lawfully collect taxes on federal receipts (privileged activity such as government employees, contractors, etc.). Quoting: Anonymous Coward 71199825 Think, tax on federal income. The 16th amendment has been well established by case law to be nothing more than an amendment to plug a loophole in the tax code that allowed robber barons to lease government land without paying a tax on the profits from its use. Additionally, from 1913 until 1943 less than 8% of Americans paid any income taxes. Why? Because only approximately 8% of the population incurred taxable liabilities from federal activity/receipts. What happened in 1943 you ask? Something called the Victory Tax which was a voluntary payroll deduction to help the war effort (War Bonds purchased through payroll). This payroll deduction has morphed over the decades into a voluntary payroll tax. In order to correct this deceptive error Americans need to set their records straight by pointing out to the IRS that no federal receipts and/or no participation in any federal activity occurred. The IRS will send back all witholdings for the specific year. There's a book, cracking the Code, and a website that posts treasury checks, returned to individuals, well into the millions (lost horizons).
