your oversimplfying it i think, there are many reasons that blacks are kept down, the prevalence of drugs in cities and the fact that young blacks are discouraged from becoming educated in public schools due to bullying and peer pressure to be dumb and popular, and other education related problems (kids joining gangs instead of staying in school or being forced to work instead of finish school) could all be cited as causes
