Well, if you research all the laws (read this few yrs. ago) there are laws that actually protect this species from harm of any kind. Those who can understand advanced physics know that we have other dimensions all around us, that basically operate on modulated sound frequencies.

These relatives of mankind are able to manipulate these tones to move in and out of the human optical spectrum. This allows them stealth protection, plus they can slip into unseen cave structures underground to exist. Being highly evolved they understand the danger of predators like us lower evolved humans. They always carry their deceased ones to a safe, respectable place below ground, as humans practice openly.

Now, like the old saying goes, "just because your paranoid does not mean there is NO ONE OUT TO GET YOU." This gentleman is at an age that is kind of over whelming since the changes have been so drastic. He probably is in need more of good old companionship.

This is used to contain humans from lets say retired intell. agents who happen to 'break-down emotionally' accidental slip on their part could trigger mayhem in the civilian population. Like the old naval intelligence saying, 'Loose Lips Could Sink Ships ' is the perfect example, because this is an actual fact that is documented to have happened during conflict on various sides of disputes.
