State parties can run their primaries pretty much any way they want. There is no recourse. They make the rules and can change them any time they choose. They can even cheat if they want.

Update:

I've been asked by Utah GOP leadership to come out of "retirement" and work behind the scenes on the elections committee at the state convention on April 23rd.

I have to bump this as I feel some credit for this election is due to this thread. This thread brought to light the very real threat of voter fraud. It made it to mainstream. It showed TPTB that we were watching them at all times. This was one of the first dominos IMHO that kept TPTB on their toes and somewhat honest. Good job OP and GLP!
