Yes. Very much. It physically happens a lot in weather-related storm, on many occasions I have experienced it many times. Particularly with thunderstorms and typhoons.

It seems to me to be similar to saying that it is the darkest before dawn.

I think we find ourselves content in the calm before the storm. In our contentedness we fail to see the storm on the horizon.
