Not necessarily one of the final three. It could still be Jebber, or Little Marco, or any of the original candidates according to how he carefully phrases it.

Yes. But, Ryan always phrases it so carefully. He could never accept the nomination because he believes it should be someone who actually ran in the primaries, leaving it wide open. Nobody ever asks him if it could be one of the other candidates. I smell something rotten.
