ONE of the key witnesses to the murder of Alexander Litvinenko was contaminated with polonium-210 at least four days before he met the former Russian spy in a London hotel bar, German police have revealed.

Dmitry Kovtun, a Russian businessman who met Mr Litvinenko on November 1, the day he was poisoned, had already been in contact with the radioactive substance, the police said. Their inquiry focuses on whether Mr Kovtun was in illegal contact with radioactive materials rather than being involved in murdering Mr Litvinenko.

Hamburg's chief prosecutor, Martin Koehnke, said one possible explanation was that while "packaging or transporting" the polonium before the meeting, Mr Kovtun had been "sloppy" and accidentally touched it.

"He may not just be a victim, but could also be a perpetrator."

However, the police said the evidence did not necessarily mean Mr Kovtun had carried a polonium source with him from Moscow to London via Hamburg to poison Mr Litvinenko; he may have been contaminated by the material and carried traces with him.

Mr Kovtun met Mr Litvinenko and another business associate, Andrei Lugovoi, at the Millennium Hotel in London shortly before the KGB defector fell fatally ill.

Mr Lugovoi has suggested that he and Mr Kovtun were contaminated with radiation when they met Mr Litvinenko on an earlier trip to London in October.

Both men are being tested for radiation poisoning at a Moscow clinic. They have denied involvement in the murder.

At the weekend detectives found polonium traces they believe Mr Kovtun left across northern Germany, including in a flat in Hamburg belonging to his former wife and a flat where he stayed with his former mother-in-law. They also found radioactive traces in a car used to collect him from Hamburg Airport on October 28 and on a document he touched.

Mr Koehnke said an investigation had already started into suspicions that Mr Kovtun had been in "illegal contact with radioactive substances".

It was unclear whether he had swallowed the polonium or had merely touched it.

Mr Litvinenko's widow, Marina, accused the Russian state of complicity in the death.

"Obviously it was not [Russian President Vladimir] Putin himself, of course not," Ms Litvinenko told a newspaper.

"But what Putin does around him in Russia makes it possible to kill a British person on British soil. I believe it could have been the Russian authorities."

Mr Litvinenko's friend Alexander Goldfarb said family and contacts of the dead man would meet Russian detectives if their safety was guaranteed.
