A couple years ago, NASA made headlines by saying they were going to write a book that would finally and definitively put an end to the Apollo lunar landing doubters. It was on the front pages of newspapers, headlines on t.v. and radio news, and on the talk show circuit. Then a funny thing happened. NASA quietly cancelled the project. But THAT didn't make any headlines.

Textbook psychological operation: Make headlines that you're going to do something, so it's in everyone's mind that it's as good as done: "NASA is going to PROVE we landed on the moon with Apollo. That settles that." So the perception is there. But then the REALITY doesn't pan out, because that would subject it to scrutiny.
