There was considerable damage to the Space complex caused by the ejecta from the Asteroid impact on the Moon. So repair was taking months to complete. At least seven million people decided to remain on the surface and complete the planet's transformation. The Crisis Team and all the best scientific minds returned to Leviathan. Mona had incorporated a few exchange officers (the most comparable with her values) from the Hidden Galaxy Space Guild into the Leviathan crew. She had also sent some of her strongest young cadets to work in the Galaxy Star fleet. LeviathanV was now to be the flagship of the Space Guild. Mona was having scheduled meetings with Maximus and had Sam1 and Dr Dearborn presently residing on the Bright Sphere. Martin Luther King . . . However, there were elements within the Space Guild that resisted the crackdown and were smuggling them anyway at higher prices. They were making even more profit. She needed the Ruling Council to outlaw slavery at some level. She asked Nadia, Jim Jimmersons Daughter, the Federations Representative, to start a petition to outlaw ownership of sentient beings that were adolescents or younger. It was not a total ban of slavery but was a start. She need to create a law enforcement unit within the Guild to enforce the Ruling Councils edicts. This was dangerous territory and she knew it. The Federation security forces were never used directly against a Federation member except when unacceptable interference occurred between members. Even then strict guidelines were adhered to and the offenses had to be clear cut. An example of interference from outside influences was undue influence from Demonic forces as in the Twilight Entities. Pre-existing unsavory practices were a different matter. They were trying to determine if there was a centrally controlled commerce and a king pin or if there were a group of independent operators. So far things pointed to a centralized operation led by one or a few leaders. However, the technology that was being used within the Bright Sphere was very alien, even to them. They wanted to meet with MoonBeam and Levie on LeviathanV soon to discuss what the next steps should be. They suggested Mona should update Maximus, but to tell him the process is slow and steady. This is all new territory for all of them. Mona acknowledged their suggestions and prepared to brief Maximus. She and Maximus had begun to form a trust relationship. They could then get to see the entire operation as participants from the commercial and profit side of the operation. The tour of the Planet and how innovation and alternative use of non-sentient species could replace reliance on involuntary servitude made substantial impact. Mona also hinted that if Planets voluntarily agreed to end slavery they could be considered for lifting of the technology dampening restrictions. In other words, they could be more like the Space Guild Planet. The biggest objection from the Guild Leaders was what the Planets were to do with the large number of underclass citizens released within their cultures without a clear idea of what this would create. Mona offered some alternatives that made sense to the Guild Leaders. She offered unlimited resettlement to Planet-DD of the emancipated slaves and passage via the Space Guild. She offered the same passage for any slave wishing to return to their Planet of origin; that is, If the Planet of origin was willing to accept the individuals' return. The pronouncement was almost unanimously endorsed by the entire Galaxy. Further, an enforceable restriction was introduced and passed to outlaw slavery of individuals of adolescent age or younger. Mona now had the problem of enforcing such a restriction without a security force.
