Maybe so, but it is known to happen. I've heard of scandals and investigations in fraudulent food labelling here in Europe - I'm sure it happens in the US as well.

It is 99.99 cents so really $1. And no tax on food in CA.

My 99 cent only store gets the exact same produce that is sold at Walmart, Costco, and other local stores. This is where I shop for produce now.
This month:
99 cents/lb cherries
3 heads of romaine (sometimes it is the 5 packs)
Box of butter lettuce
Box if baby lettuce
Dole salad mix
3 varieties of tomatoes
Bags of fresh ginger
Shredded carrots
Sweet potatoes
Russet potatoes
Coleslaw mix
Etc etc etc. Most of the time it may be sorted or seconds in produce. The fruit may have some with bruises, the lettuce may have a couple pf brown spots that can be easily removed, the fruits ans veggies may not be the perfect size for retail stores. Sometimes it is surplus.

I think some of these stores are ripping us off majorly...
