Bausch and Lomb are suppliers of lenses. The plans in the video look like some blueprint involving lenses. STAR is an acronym hence its all in capitals, this has nothing to do with creating a star...

It's for a lab based sun simulator, to simulate the effects of the sun on objects. For example, UV protective clothing. Not a giant second Sun in the sky.
