Lynch did not recuse herself. Despite earlier reports on cnn that she would recuse herself. You either recuse or you don't. There is no half recusal.

I don't know about all that, man. I wouldn't be surprised if he tries to stick around, but I doubt it would be through the electoral process. That is so clearly unconstitutional, I don't think even Obama could get away with it. It would take an emergency situation where he basically suspends the Constitution.
