I disagree with his figure of speech. First, everybody has to be above the law in their lives. The law is to prohibit people from going below a certain level. So he could have said, no one should be below the law. Because if they were, they'd be in prison, under the law every day. The law shouldn't hover over anybody's head if everybody is doing the right thing.
