City states just had priest clans and they often fought about which god was the king and the best etc... this is just a text from 1 clan trying to impose their god, their business, on other cities... anyway, you cant make sense of those text cause they were never wrote as scientific papers or objective history. They are religious propaganda work. Read it, its not that long and you'll see its just a good story, nothing more. Same with Sitchin work, its entertaining, but not real history.
