I am thinking that it's more a function of network congestion. How are these maps created? I mean if a user cannot use a service due to overloading, they click a button that says OMG TWITTER IS BORK! I would imagine a lot of it is due to congestion, I would love to see a map from when the RNC was going on, or any other major even with a lot of people in an area where there simply is too much network traffic compared to a normal time period. *shrug*
