it's not intentional fraud. several banks have had to pull these machines. automation of coin-counting is notoriously difficult. some rely on counting techniques; others rely on weighing techniques. they were introduced because it was believed to be cheaper than paying people to do nothing but count change full time, which large deposit center banks have to do.
