Why do road crews just carve holes into the roads?

People's cars are getting messed up

and when they fill in the hole, it turns into a jagged hump

huh?

They recently dug up my street with the intention of re-paving it. That was almost a month ago, and the street is still a gravelly mess. Why do they dig it up so far in advance of the actual roadwork? Why not re-pave immediately after you tear up the road?

One of life's great mysteries.

every time you rip open a new hole or whatever it degrades the structural integrity

They just appear to be road crews...

They're really a Shadowrun crew trying to cut to some underground fiber optic lines for a quick data steal.

I have to drive through the city on w.25th every day going through a mile of construction. I don't exactly know what they are doing anymore, thought they were making progress then it kind of stopped. Holes on the side of the road just sitting there.

I think the crews are stretched way too short.
