Creepy voicemail warning of World War 3

Was uploaded to that YT channel today. I wonder who was the original recipient, and on what date the voicemail was left.

I've never seen this before...

It could have been somebody in the know, calling any random number for them to pass the word.

Sounds like this guy is off his meds - not the kind of person you would expect hanging around the UN genital assembly - ops, I meant general assembly.

Where's the urgency in his voice? How would you recount the story of knowing you were up against WWIII? Like some dope off his Prozac?

If you look at the comments section where this recording was originally posted (don't know if I can mention the site without getting barn-ed), a poster by the name of 'glacierfresh' provided some information on who possibly owns this voice, which is quite interesting...

This might be doug roche. He is a former UN diplomat and nuclear non proliferation advocate who is also a religious man. One could say that on those three points, he fits the bill.

So i went looking for videos of doug roche. If this is him, he sounds tired. Doug does spend lots of time in Japan around Nagasaki and Hiroshima, which would also explain fatigue and the "asian-ness" of the background noise.

The video is 8 years old, but you can hear the elderly whistle in his voice.

Although one voice is younger and fresher, the other is very tired ... I listened for details.
I didn't think I would find them so much alike. The pronunciation of certain words and hesitations sound alarmingly alike. Isn't there some one with the correct program to measure and test these two voices for authentication?

I think he says@ I would pray but it would just be the Lord's Prayer...

so 10.30am ish yesterday morning something happened to concern this man to cause him to make a call asking someones to address the united nations general assembly - he says he will call again when he is back from NY
