Caracas, Jan 17 (Prensa Latina) An Empowerment Act (Ley Habilitante), requested by Venezuelan President Hugo Chavez, to deepen the new socialist project, appears as center of debates of the national legislature Tuesday.


The administration assured the Chavez request was received by corresponding parliamentary authorities and a quick passing is expected.



In his claim, Chavez requested specials powers to legislate in ten strategic character areas, among which economy, finances, social activity, culture, security and defense.



According to experts, the Empowerment Act will last for 18 months from its publication in the Official Gazette and grants Chavez the faculties of passing decrees and norms having the force of law.

Chavez held up a book by Noam Chomsky on imperialism and said it encapsulated his arguments: "The American empire is doing all it can to consolidate its hegemonistic system of domination, and we cannot allow him to do that. We cannot allow world dictatorship to be consolidated."
