I would reject this legislation based entirely on the people who authored it.

This was done by members of the Democratic Progressive Caucus (Lee, Nadler, Kucinich, etc...) The is legislation from the extreme (the most extreme) wing of the Democratic Party and left wing politics in general.

The Progressive Caucus was openly teamed with the Democratic Socialists of America until 1999 until it got too politically awkward to cavort with communists (and still expect to get elected).
