Article one section 2 of the US constitution and associated amendments (15th, 19th, 24th and 26th) all make specific reference to "citizens"...if you are not a "citizen" you have no voting rights...period.

All of them, actually... the supreme court ruled it's unconstitutional to require proof of citizenship on the federal voter registration form.

I attended some meetings of True the Vote here in Houston and served as both an Election Judge and a Poll Watcher in different elections.

One of the most common violations that they found was intimidation of voters by election officials. To be specific, the Election Judge or Clerk would stand BEHIND the voter in the booth and tell them forcefully, "You CANNOT vote that that guy; he is a Republican!"

This type of intimidation had gone on for years in the poor neighborhoods. Needless to say, the Poll Watchers objected and threatened to call the Secretary of State who could remove the Judge and file charges.

The intimidation stopped. Some of the minority voters thanked the Poll Watchers on the way out.

Look, it is unlawful for a a "non-U.S. citizen to vote in a U.S. Presidential election... PERIOD!!! To require an ID should be MANDATORY in order to enforce the law. PERIOD!
