New York City politics is so corrupt from the ground up extortion is just part of day to day life living there.
In one famous case, a woman named "Maria" used to Supervise the Rec center and Pool at 23erd and FDR drive. For YEARS she was charging people 75 bucks a year to use the gym and pool, turns out it was supposed to be free! I always suspected something was wrong and attempted to report it many times as did others, but nobody cared. In the end she extorted almost 300,000 that they KNOW of; it was likely a million. She did time I think it was 8 years. Thing is, I never heard they clawed the money back. She must have stashed it.

There WAS a fee when somebody was running an illegal racket extorting fees that were NON EXISTENT. I will have no further comments on that fucking bitch who took money form low income people including me, and was a cunt. I also had personal relationships with her higher ups so I know the dirt. You sound like you might be a corrupt New York City employee. Whatever, I'm so glad I found the courage to get out of that cesspool and away from people who value northing but money.
