I think the Time cover depicts that readers viewing it are actually taking a "back seat" to TRUMP sitting alone, and by looking at it, you are in a position of being divided...while at the same time feeling like you are in the majority.

TRUMP is looking over his shoulder to see if the reader is with him, and it puts you in an adversarial position towards TRUMP because you are in the seats behind him, but not with him.
