So why are people surprised Russia is spying and hacking? I mean the US is hacking Chancellor Merkel's phone calls.

I was born in 60's and since I was old enough to read, I figured most nations where spying on us, listening to us, reading our mail, listening to our phone calls and trying to hack our Nukes.

Are our leaders that naïve and stupid to not have known, when they themselves are spying on everyone else?
