34 years old and been living at home my whole life. Need advice on how to move out and stay debt free!

I'm a 34 yr old male who has been living with mom and dad my whole life. I don't have a wife nor any kids either. It's not time for me to move out due to wanting to keep a cat indoors from the harsh Street environment. My parents won't let me keep it inside and when I don't see her for 3 days or so I worry so much about her. She's now my responsibility, my first responsibility. I want to move out in an apt and have her with me.

I make 11 bucks an hour, that's about 18k a year. I have 12 grand in stocks and 23k in cash. What's the best move for me to make to stay debt free while having an apt. I also don't have a car.
