That's the plan.

Luckily the bottom of the spillway doesn't matter any more. It's the upper portion we have to keep an eye on. What if they rebuilt the lower portion of the spillway into a whitewater park / kayak course? Of course, it would need to be able to flow 150K CFS, which would make for some intense whitewater moments. The City of Oroville already has a concept for such a venue in the General Plan (although at a much lower flow rate). [ link to www.cityoforoville.org] That would be a hell of a thrill ride.
