Elements in the NSA blew the story, but it is Russia that gets the blame.

The trouble is, Russia has a truck load of information on these people. Just think about it.
The FSB has the resources of a pissed off Planet.

But - the Deep State wants to blame Russia.

Suuure.

Investigate your own crimes.

I'm surprised that the FSB hasn't released all it knows ... then all hell would break loose.
