What you describe is no different than this scenario:

A 35 year year old man woos and pursues a 14 year old girl, first through friendship, then through a sexual relationship. The 14 year old girl eventually agrees to having a sexual relationship with the man.

Based on what you wrote, this fulfills the man is chasing the "woman" and the "woman" has control of when it becomes a sexual relationship.

So based on your logic, it's not rape in either scenario because both parties agreed to it and in both cases the man was the pursuer.

Severe censorship is probably the only way to address the situation. All advertising, magazines, books, radio, television, internet access, video games, education, will need to change. Military training, gymnastics, swimming, football, soccer, and virtually all forms of sports will need to be eliminated. These sorts of things encourage children to be adults. Religious instruction in the model that Muslims follow will have to be implemented, provided that Jesus and a staunch Judaeo christian education is stressed instead of Allah. In addition all electronic devices for those deemed to be children must be banned. Morality police need to be employed to ensure that complete censorship is followed, only then can children truly be saved.

Of course, in other countries such as Namibia, when the girls experience their first menses, they go through a special ceremony where they are declared to be women.
