The man making that statement had no authority to make it.
Police were calling for ambulances, and had been since 9:57 a.m.
It is up to police to determine when ambulances enter.
The man making that statement also had no direct communication with those ambulances; he couldn't call them up.
There was no Incident Command, no incident commander, no radio interoperability, and no one keeping the roads clear.
Police began calling for ambulances at 9:57 a.m. None came.

It's moot--they weren't even walking to the school until after 10:35 a.m., much less inside yet. They weren't told to walk, by the way; those three medics were supposed to travel down Dickenson and stage their ambulances in front of the school.
