The man making that statement had no authority to make it.

Police were calling for ambulances, and had been since 9:57 a.m.

It is up to police to determine when ambulances enter.

The man making that statement also had no direct communication with those ambulances; he couldn't call them up.

There was no Incident Command, no incident commander, no radio interoperability, and no one keeping the roads clear.

No, Fire/EMS does not have authority to decide when ambulances proceed to a scene.

That's the job of police, and police were doing that job.

If the scene hadn't been safe, those medics would not have been brought in.

It's moot--they weren't even walking to the school until after 10:35 a.m., much less inside yet.

They weren't told to walk, by the way; those three medics were supposed to travel down Dickenson and stage their ambulances in front of the school.
