It's the FBI's children, possibly army brats of military overseas. They groom them to wag their tail, they use them against enemies of the state, the kids get their college education paid, and a new name, and they get to go to another state with even yet another foster parent from the FBI SID or other 3 letter agency or military worker, and a new psychiatric doctor to take care of those new programs in their soul. You can't tell me anything different.
