The arguments made by the Chinese guy are bs. The Chinese had access to advanced educational system while people in Africa were never allowed to get beyond simple reading and writing.
How are they suppose to do the maintenance of modern technology when they do not possess the know how?
These people were left ignorant on purpose for many generations and those that excelled beyond that state were persecuted.
