I do, because I laid the bricks and stones to make it across the void.

Some things can happen, some things can't. There is therefore a mechanism which 'allows' things to happen... or 'refuses' to, as the case may be.

This mechanism does't make things happen directly, but it does effectively 'decide' what can or can't be, out of what 'could' happen... so it acts as a sort of 'veto' within our shared reality.
