The problem: the bldg supt harasses me by shooting water out of a hose with so much force that it seeps through my door.
If I call the police he has a handy excuse: I was interfering with his duties around the bldg. Then we both go down to the station and I have to pay a lawyer. He is completely protected by the baddie-in-chief because he does the dirty work: breaking things and bothering people.

If you know how I can deal with this, I would like to know also.
