Even if someone falls to the ground, EMT's, Paramedics know that rule number one is to put a neck brace on victims to stabilize them to prevent any possible spinal damage before you transport them to hospital.

Maybe I have missed something, but I haven't seen any of the victims wearing neck braces, which would be of utmost importance to prevent a victim from severing their spine if moved the wrong way, before being examined at hospital. This is especially true if reports reveal they were struck by a moving car and then thrown to the ground.

The lack of neck braces make it appear to be a drill and they are trying to save money by not unpacking a neck brace, which can be uncomfortable for the actors, and they are usually disposable and a waste of money for drill purposes.
