That was never the plan. The approach being worked on is to make H1-B visas available only for jobs that pay 100K/year or more- so much for cheap foreign workers.

So if congress/judges stop Trump then why not a 4 year freeze on all new immigrants? Those in line get in..new folks-sorry it is frozen. We don't need a billion people here like China or India.
