Earth about to ne held as ransom!!

Ikbesvia plams to use the 5 trillion US dollars the US govt gave it, to build an energy weapon on the Moon.
No details yet, except some speculate that it will be a shielded atmosphere for the moon, and they may try to hold Earth ransom with its energy pulse Grav weapon??
