Chemical warfare is defined as using the toxic properties of chemical agents as weapons. Using lead in bullets does not fit that definition, because bullets are relying upon the destructive effects of kinetic energy of the fast moving bullet, as opposed to the toxic effects of the lead to effectively maim or kill. However, putting lead in the water supply to dumb down a population and make it more susceptible to the psychological warfare and propaganda of a hostile government that is killing its own people would be considered a form of chemical warfare.

I agree with you, and what I'm saying doesn't really reflect the publicly understood definition of 'chemical warfare' what I'm saying deals in the subject on a much more technical level. The projectile known as 'lead' is a state of matter based on its molecular composition. However, there are liquids and even gasses that can contain lead atoms, like 'Tetraethyl Lead' which is a very toxic liquid with a lead center. At the core of the projectile is the lead atom, which is electronic in nature, and totally defies the end product. A synthetic polymer is very similar when it comes to states of matter, it can start out as a liquid, and then become polymerized into a solid stronger than lead, like Grivory. This is a chemical world, and what I'm talking about is definitely a type of chemical warfare, along with many other things going on that you and others mentioned in this thread.
