If they don't pass a resolution then the gov starts to shutdown starting on the 28th. They have 4 days to get it done. It will be impossible to deal with these issues later on.

The Republican Party itself can't agree on anything. Anything funded by appropriation is impacted by this. I would have to think that some aspects of the military would be affected.
