The shortwave technician license is easy to get....just do a few practice tests and go for it....no testing for morse code anymore....Radios are cheap now....the popular Baofeng handhelds are less than 40 bucks....

No, it's not too late. There isn't much good on shortwave though, so don't expect a lot. The glory days were back in the early 90s. The internet killed shortwave.

anyone can buy a shortwave radio, no license needed, you are just listening, not the same as HF/HAM radio that needs a license.

i have a few SW radios, but usually just listen to AM locally. Most of the stuff you can pick up on SW, is crap relgious talk radio, or foreign language...its not the way it was 30 years ago
