I can tell you this. I had a friend that was CID (Criminal Investigation Division) in the Army. Part of his duties were to take a team of EOD (Explosive Ordinance Disposal) and Secret Service to any place the President travels beforehand to ensure that the scheduled places were secured. So, the President's schedule is known beforehand and if it were an inside operation, the "clearing" of the places the President would visit would give TPTB the opportunity to bug any place he goes.
