Sun then and now, my observations

1995 was the last year it was a nice warm yellow.
Every year after that its become whiter and brighter and has begun to sting the skin.

But the uv was already enough to begin the sting. Come 2005 it was getting very noticable. And by 2010 it was obvious. Now...its a blinding welders arc complete with flash burn. To be fair I didn't noticed an increase in uv then. Except I sunburned twice at the beach in 1999 and 2000. Man was it painful. I did mentioned the uv increasing around mid 2000s on my original post. The uv is definitely higher in this decade. Yes, too blinding to look at.
