However, this kind of stuff can actually go on. It is "private". If it is private it doesn't fall under regulatory control for health codes, etc. However, if there are laws against it, then they could certainly be busted for criminal acts. There are groups of people that pay to eat endangered and weird species. And I've only ever heard of the providers getting busted, not the chefs or the proprietors.
