Best way to mitigate this mess is to empty out the rest of the spent fuel pools ASAP and then set off a small tactical nuke in the center of this mess to eliminate a lot of the long lasting particles and the melted core messes. Then dump concrete over the site until it's completely covered over at least 20 feet thick or so. They would have to empty out those spent fuel pools first, otherwise a much more massive radiation release would definitely occur.

But if one of those spent fuel pools looks unstable, and they cant empty it, this may be the best option to deal with the radioactive materials if they cant get to it any other way. Sad but true. The chain reaction of igniting the spent fuel pools with a tactical nuke would be tremendous, and could only be done when the winds were blowing directly away from the main land.
