I think you should take this at face value. Put it this way, if you want to maintain a conspiracy (the size of which would be impossible to keep secret due to the shear number of conspirators, but you woo-woos don't believe in common sense so that is neither here nor there) why not have agencies pursue this phantom man because they believe he is alive and operating where they think he is?

I don't watch tv anymore. However, last night I saw about 10 minutes of "Heroes", or whatever. It seems that modern programming is doing a good job for the FBI and CIA about keeping people misinformed and paranoid. Everyone is being chased, watched, followed, or arrested everywhere you turn on tv. I think the homeland security budget went to promoting agents to directors and actors.
