Investors would be willing to fund it, be paid back with revenue from the solar panels on it (largest solar project in the world). The record breaking solar component would come at a good time to show the Paris Accord signers that there is talk and then there is doing. Pres. Trump would get this very environmentally friendly project done. Investors could include countries like China, large insurance companies and pension funds.
