This is the imperfect world that exists before the perfected one is 'ready'. This can't be hell as hell comes into play only during the 1,000 year reign and only sinful men are put there. Fallen angels are in chains just outside of the gates of hell so the men sent there will be able to mock Satan who will be in chains on the other side of the locked gate.
When the angels are sent to the fiery lake that is when they will start to experience what Adam and Eve's children went through before the flood and events after that would also be how a normal day goes in the Fiery Lake. Hell is the beach of said lake.
