Looks like they are spinning the line that unlike previous terrorist attacks where people (tourists) from around the world were affected this one really drives home because they were all innocent peaceful Brits, just going about their daily business. As others have said, it took them all night to "determine" the only fatality was just a coincidence unrelated to the van.
