CHICAGO (AP) -- The Illinois official responsible for paying the state's bills is warning that new court orders mean her office must pay out more each month than Illinois receives in revenue.

Comptroller Susana Mendoza must prioritize what gets paid as Illinois nears its third year without a state budget.

A mix of state law, court orders and pressure from credit rating agencies requires some items be paid first. Those include debt and pension payments, state worker paychecks and some school funding.

Mendoza says a recent court order regarding money owed for Medicaid bills means mandated payments will eat up 100 percent of Illinois' monthly revenue.

Otherwise there won't be any city services such as police, fire fighters and trash collection.

This is the marker for the economic collapse. Over the past couple of years I've been saying to watch for the unfunded liabilities to lead the way to the bond market collapse that triggers the massive DOW tanking.

Specifically I've been waiting for the pension component.

Here's why. Over the past several years many States have passed laws requiring towns and cities to pay all their pension requirements first. In some cases the laws require towns and cities to prefund years worth of pensions ahead of everything else. Many of these laws go into effect this year (2017).

Remember when the news had tons of reports about the financial health of the Post Office? Well, that was because Congress passed a law requiring them to fund 75 years worth of pensions in a 10 year time frame. Somehow the USPS pulled it off.

The same type of thing is about to begin hitting towns and cities / municipalities. The problem is the money isn't there. These towns and cities simply will not have the funds available to fund their pensions first and have enough to cover everything else. And when push comes to shove, these places will pay the pensions, then all their payroll and project requirement and then if any is left over they'll pay on their loans (Bonds).

This is the beginning of the beginning. Once this begins we're going to start seeing a lot.. A LOT... of bond defaults.

I never thought I'd see it... but here it is.

Chicago makes up about 25% of the State of Illinois. The surrounding metropolitan area, known as Chicagoland (I kid you not) makes up about 75% of the population of the entire State. Without even considering the demographics of the area, it is a no brainer where all the money is going. Chicago is a giant toilet bowel where most of the tax dollars get flushed away in.

It is nothing but mafia. The governors go to jail. Other states don't even accept their driver's licenses they are so crooked.

The people all vote democrat because that is how their parents voted. The cops are crooked.

The teachers are all union and you cannot fire the bad ones. Some are even violent to the kids and get to keep their jobs because of the unions.

Some coaches make over 100,000 per year as do some of the special education administrators. The union creates overpaid lazy employees.

The people are rude and don't even know they are rude.

They are a sanctuary city for thugs.

They have dog fights right next to day care. They raise pit bulls to fight. They deal drugs and move out to the suburbs and rent apartments so other drug dealers don't steal their drugs.

It is a cess pool. A complete and utter loss of humanity.

Let it implode. Make them stay there. Don't let them export their sewer sludge to other states.

What they lead in IQ points they make up for in their lying, cheating, thieving, low-life ways.

May they all crash and burn.

They will put out roadwork signs on main though fares such that all the street parking is blocked. But never any actual roadwork takes place.

I took it as the 100% being all of the mandates including Medicare. So basic services and pensions get paid too but nothing else. Either way, they will eventually default on the bonds then the dominoes across the country will start tipping over too. CA should be worse...they have a few megacity money drains and even stupider libtardy laws.

Spot on. Different place 100 years ago. Everything you can imagine was crafted here. Real people showed up to do it. Then the Wars and Globalism came and feasted on the fat. Nothing left but the children of rats and followers now. I saw a bumper sticker in a rear window of a vehicle at a park fieldhouse near the lake last Sunday that said THIS MACHINE KILLS FASCISTS. Family Subaru wagon type of car. Kids everywhere in the area. The hubris in some of those neighborhoods is beyond reproach. They need a wake-up call.
