So who are those 2nd tier elites?

I think there's only one real power in the whole universe and the rest are just pretending. His rank is supremely higher. Most have no clue who they're dealing with. Unlike the 3rd tier who has to go through intermediaries to even communicate with the 1st tier, the 2nd tier can communicate with the 1st tier directly, which is significant. A puppet like Obama was not allowed to communicate with any of the tiers, unless spoken to.
